GI Bill Application Process

First Step Second Step Third Step Fourth Step Final Step


First Step

What Chapter are you?
  • Chapter 30 (Regular active duty - joined 7/1/85 to present)
  • Chapter 31 (Vocational Rehabilitation – see your Voc Rehab counselor for appropriate paperwork)
  • Chapter 32 (Joined 1/1/77 to 6/30/85)
  • Chapter 33 (Post 9/11)
  • Chapter 35 (Dependents - parent/spouse veteran, 100% service connected disabled or service connected death)
  • Chapter 1606 (Guard/reserve - not deployed)
  • Chapter 1607 (Guard/reserve - deployed at least 90 consecutive days or more)

Second Step

Apply for Admission to SFCC
  • Complete the SFCC Admissions Application.
  • Meet with an academic counselor and decide on a specific program of study.
  • Be sure to complete an Education Plan with your counselor.

Third Step

Complete SFCC Basic Forms
Fill in online, print and sign the three basic forms (all chapters).
  1. Veteran Reporting Form 2009-2010
  2. Veterans Student Information Authorization
  3. Checklist

Fourth Step

Download VA forms according to New or Returning GI Bill benefits status.

First Time Applicants (New)
  1. First time applicants – Chapters 30, 32, 1606 and 1607.
    Download form 22-1990 from www.va.gov/vaforms. Bring in (preferred), fax or mail completed, downloaded form 22-1990 and basic forms (above thirst step) with the following:
    • DD 214 (Member 4 long form showing discharge)
    • Education Kicker contract (if applies)
    • All receipts or LES receipts for $600 buy up (if applies)
    • Chapter 1607: deployment orders (if available)
  2. First time applicants – Chapter 33:
    Download Form 22-1990 from www.va.gov/vaforms or apply online at www.gibill.va.gov. Once you have received your Certificate of Eligibility letter (COE) from the VA and you have finalized your class schedule, bring in (preferred), mail, or fax your COE, class schedule, and basic forms (above, third step) to the Campus Veterans Affairs Office.
  3. First time applicants – Chapter 35:
    Download form 22-5490 from www.va.gov/vaforms. Bring in (preferred), fax or mail completed downloaded form 22-5490 and basic forms (above third step) with a copy (if available) of your parent/spouses VA disability paperwork establishing 100% status.
Returning Applicants (Previously applied for GI Bill benefits and/or received benefits)
  1. Returning applicants - Chapters 30, 32, 1606 and 1607:
    Download Form 22-1995 from www.va.gov/vaforms. Bring in (preferred), fax or mail completed, downloaded Form 22-1995 and basic forms (above third step) with the following: DD 214 (#4 long form showing type of discharge)
  2. Returning applicants - Chapter 33:
    Download Form 22-1995 from www.va.gov/vaforms. Bring in (preferred), fax, or mail completed, downloaded form 22-1995 and basic forms (above third step) with a copy of your VA Certificate of Eligibility letter and your finalized class schedule to the Campus Veterans Affairs Office.
  3. Returning applicants – Chapter 35:
    Download Form 22-5495 from www.va.gov/vaforms. Bring in (preferred), fax, or mail completed downloaded 22-5495 and basic forms (above third step).

Final Step

Please do not send forms to VA.
  1. Bring completed forms to SFCC Veterans Affairs office.

Once SFCC processes your application, it is sent to the VA Regional Education Office in Muskogee, OK for processing. After it is received by the VA, original applications may take 6-8 weeks days to process. Returning applications may take 4-5 weeks.
